You accidentally blocked downloads from the CHG portal website in Chrome. Here's how to unblock it again.
Click (or right click) the lock symbol 
next to the website address.
Select Site Settings
Hit 
Refresh the portal web page.
Your settings are back to default and you can try downloading the document again.
